Hugh V. Rineer received his undergraduate education at East Stroudsburg University in Pennsylvania, where he earned a Bachelor of Arts degree in Political Science in 1971.  He received his law degree in 1975 from the University of Tulsa, having been awarded the Order of the Curule Chair.  He was a member of the University of Tulsa Law Journal and Phi Delta Phi.

Mr. Rineer is a sole practioner. Mr. Rineer was a Special District Judge for the 14th Judicial District, Tulsa County, Oklahoma, presiding over divorce trials and preliminary hearings from 1984 through 1988.  Prior to that, he served as co-managing attorney for Legal Services of Eastern Oklahoma.

Mr. Rineer is an Adjunct Settlement Judge for the Northern District of Oklahoma, a mediator for the State Department of Education, and a member of the Adjunct Faculty at the University of Tulsa, College of Law, teaching mediation.

He has been chairman of the Tulsa County Bar Association Alternative Dispute Resolution Section and is a founding member of the Oklahoma Academy of Collaborative Professionals.  He is also a Hearing Officer for the State Department of Education and the Oklahoma Department of Rehabilitation Services.

Mr. Rineer’s practice is concentrated in the areas of domestic relations, family law, collaborative family law, family mediation, family arbitration, and serving as Parenting Coordinator.  He is a member of the Oklahoma Bar Association, Tulsa County Bar Association, the Association for Conflict Resolution, and the Oklahoma Academy of Collaborative Professionals.  He has served as Budget Officer for both the Family Law Section and the Alternative Dispute Resolution Section of the Oklahoma Bar Association.

Mr. Rineer is engaged in several community organizations.  He is a past President of the Central Tulsa Soccer Club and the Tulsa/San Luis Potosi, Mexico Sister City Association and was a team member on the Tulsa Fetal and Infant Mortality Review Project.  He is a docent with the Nature Conservancy at the Tall Grass Prairie in Pawhuska, Oklahoma.  He is the father of three grown children and the grandfather of five.  He and his wife, Mary, who is a psychologist, have lived in Tulsa for over 40 years.
