Appointed by President Bill Clinton to Director of the Violence Against Women Office, U.S. Department of Justice, 1995. Served for Secretary of State Madeleine Albright as a U.S. representative to the international negotiations on the creation of an International Criminal Court. Former Attorney General of Iowa.
