BACKGROUND

Mr. Perkins is the principle of ADR Solutions and brings over thirty years of consistent and effective legal experience in litigation, business law, and negotiation to his ADR practice. That experience has enabled him to resolve a high percentage of the hundreds of conflict situations in which he has participated as a neutral. His involvement encompasses plaintiff and defense work over a wide range of issues with a strong emphasis in construction, engineering and commercial contract disputes and a significant background in intellectual property and licensing matters.

LEGAL EXPERIENCE


Mr. Perkins' legal experience includes substantial involvement with various aspects of engineering and construction projects of all kinds and sizes, both domestic and international. His involvement in addition to negotiating construction, engineering, financing, labor, and technology transfer agreements for many large complex projects includes managing and resolving disputes associated with those projects. During this time he developed a reputation, when faced with difficult personalities and situations, of creating a positive win-win atmosphere, being able to help and assist all parties in understanding each other's concerns and goals, and of identifying unique solutions that bridge the gap of disagreement. His involvement includes both litigating and managing actions in state and federal courts as well as various arbitration and mediation venues. He was instrumental in establishing procedures for processing claims for Phase One of the Allegheny County (Pittsburgh) Light Rail Transit Project and participated in all of the initial arbitration proceedings for that project. As Vice President and General Counsel for Dravo Energy Resources, Inc. he negotiated construction and project financing transactions for alternative energy projects, each having values in excess of one hundred million dollars. As counsel to several international engineering and construction firms he organized and negotiated contract arrangements on large international projects and managed litigation and resolution of disputes involved in those projects. Mr. Perkins has been a frequent lecturer on legal issues in the construction industry, is a member of the American Bar Association Forum on the Construction Industry, the Pennsylvania Bar Association and the Allegheny County Bar Association where he is a member of the Construction Law Committee.

As a member of the zoning board of one of the Pittsburgh areas largest and fastest growing communities Mr. Perkins dealt with and helped resolve many significant land use issues.
ADR BACKGROUND


Mr. Perkins has been a member of the panel of neutrals for the American Arbitration Association (AAA) since 1980, serves on the AAA Panel for Complex Construction Disputes and is also a mediator for AAA.From 2001 through 2006 Mr. Perkins worked closely with the late Hon. David Ward Murphy and served as the lead mediator for commercial and construction disputes for JUSTUS ADR Services.He has served as an Arbitrator for the Allegheny County Court of Common Pleas and is a certified mediator for the North Carolina Superior Court.Mr. Perkins has been involved in many major mediations involving, in addition to commercial and construction contract disputes, such subjects as land use, energy sales contracts, physical injury actions with claims in excess of one million dollars and involving multiparties.He is a member of the Disputes Resolution Committee of the American, Pennsylvania and Allegheny County (Pittsburgh) Bar Association.He served as Chairman of the Allegheny County Bar Association ADR Committee, and is a member of the Patent Rules Committee for the Western District of Pennsylvania.

ADR TRAINING


In addition to lecturing at many different ADR training sessions Mr. Perkins has attended various mediation and arbitration programs conducted by the American Arbitration Association, Pennsylvania Bar Institute and the Federal Bar Association. He has also completed the Duke University Law School Mediation Program to become a North Carolina Superior Court Mediator.


EDUCATION

Mr. Perkins received his Juris Doctor Degree from Duquesne University Law School in 1973 and his undergraduate degree from the University of Pittsburgh in 1969.

Mr. Perkins is admitted to practice before the United States Supreme Court, the United States District Court for the Western district of Pennsylvania, the Pennsylvania Supreme Court and the United States Patent and Trademark Office.
