 Vincent L. DeBiase, Esq.  is a Managing Partner at the law firm of Corbally Gartland & Rappleyea, LLP in Poughkeepsie, N.Y. Mr. DeBiase has over 30 years experience as a business and commercial litigator in state and federal courts, concentrating in franchise and licensing related disputes, Intellectual Property disputes (non-patent related), business owner disputes, contract related litigation and construction litigation

In addition to his litigation experience, Mr. DeBiase is a trained mediator and arbitrator. He is a member of the Chartered Institute of Arbitrators, International Institute for Conflict Prevention and Resolution (CPR) and the New York State Dispute Resolution Association. In 2011, Mr. DeBiase was appointed as to the mediation panel for the United States District Court for the Southern District of New York.

In addition to his legal expertise in franchising and licensing, Mr. DeBiase was also shareholder in an Area Developer (Multiple Franchise Owner) of a national health and  fitness related franchise as well as a shareholder in a company that developed and sells convenience store franchises throughout the United States

Corbally, Gartland and Rappleyea, LLP was founded in 1876 by the distinguished Poughkeepsie attorneys John Hackett and James L. Williams. Henry T. Hackett joined the firm in 1912 and later served as President Franklin Delano Roosevelt's personal attorney and executor of his Last Will and Testament. Firm member and state assemblyman John Mulford Hackett, meanwhile, co-introduced state legislation in 1923 that first advocated the building of the Mid-Hudson Bridge. Charlotte Cunneen-Hackett was a pioneering woman attorney at the firm in the early 20th century who later established the influential Charlotte Cunneen-Hackett Charitable Trust.

By 1950 the firm had evolved into the entity known as Corbally and Gartland. Firm member Charles L. McCann helped his brother James establish the James J. McCann Trust, which was subsequently directed by John J. Gartland. Mr. Gartland oversaw many important community endeavors, including the reconstruction of the historic Bardavon Building and the development of Marist College, the Mid-Hudson Civic Center and McCann Ice Arena, Saint Francis Hospital and Our Lady of Lourdes High School.

In 1974 we adopted the name of Corbally, Gartland and Rappleyea and are now known as Corbally, Gartland and Rappleyea, LLP.
